Electric bike regulations 2027: the CPSC battery rule and state laws#
Searches for electric bike news 2027 regulations 2027 mostly mean this story, and it has the most consequences, so it comes first.
The CPSC proposed battery standard#
The Consumer Product Safety Commission published a notice of proposed rulemaking on June 24, 2026, in the Federal Register, covering lithium-ion batteries in micromobility products. In plain terms:
- Products covered: e-bikes, e-scooters, self-balancing scooters, e-skateboards and e-unicycles, plus replacement battery packs sold separately, aftermarket chargers and parts in e-bike conversion kits.
- Standards: the rule would adopt UL 2849-20 for e-bikes, UL 2272-24 for other micromobility products and UL 2271-23 for replaceable battery packs, with modifications.
- New requirements: tamper-resistant battery enclosures, a post-discharge test so the battery management system blocks charging when cells run too hot, a reverse-polarity test and revised warning labels covering shock, thermal runaway, homemade batteries and unsafe charging.
- Stockpiling: a proposed ban on building up non-compliant stock.
- Incident data: the notice documents 227 incidents between January 1, 2019 and December 31, 2023 (as of November 1, 2024), with 39 deaths and 181 injuries. Fire accounted for 195 of the 227 incidents (86%), and 120 incidents (53%) happened while the product was plugged in.
- Timeline: written comments closed on August 24, 2026. A law firm summary says manufacturers would get 180 days from the final rule to comply. I found no final rule when I checked, so none of this is binding yet.
For context, in a December 2022 CPSC news release the agency counted at least 208 micromobility fire incidents in 39 states from January 2021 to November 2022, with at least 19 deaths. The agency has been signalling this direction for years.
What it means for you: the bikes most likely to be affected are cheap imports without UL certification and aftermarket batteries and chargers. Lectric says the XPress2 battery is UL 2271 and the bike UL 2849, which lines up with the standards the rule would use (the rule adds modifications), but that is Lectric's claim. Rad Power's battery recall#
In November 2025 the CPSC warned consumers to stop using lithium-ion batteries for certain Rad Power models (RP-1304 and HL-RP-S1304), according to trade coverage. After the March 2026 sale, the new owner said it would replace about 120,000 recalled batteries at a 50% discount. Most were older packs made before Rad's Safe Shield battery received UL certification.
California and the states#
An April 2026 police briefing published by Sun News says California's certification and labeling requirement for e-bikes, charging systems and storage batteries took effect January 1, 2026. The same summary lists the state's rules: e-bikes need working pedals and a motor of 750 W or less, Class 1 and 2 cap assistance at 20 mph and Class 3 at 28 mph, riders under 18 must wear a helmet, and Class 3 riders of any age must wear one. No one under 16 may ride a Class 3. A red rear reflector or light is required at all times, and tampering to change speed is prohibited.

The US market is slowing and moving online#
The electric bike market trends 2027 data are thinner than headlines suggest, so here is what I could verify. This is the electric bike market 2027 news in brief: slower growth, more online selling and fewer, bigger brands.
PeopleForBikes' April 2025 forecast, reported by Bicycle Retailer, cut its 2026 e-bike unit growth to 11%, down from earlier projections above 20%, and added direct-to-consumer data showing that nearly 50% of 2024 e-bike sales were direct. It also dropped European data, citing a growing gap between the US and European markets. That matches what I see in the launches: Lectric, Velotric and Aventon sell online first, and Aventon opened Germany in March 2026 with a webshop plus a planned service-partner network.
Brand failures and takeovers#
Rad Power Bikes filed Chapter 11 on December 18, 2025 in the Eastern District of Washington, listing $73 million in liabilities and $32 million in assets and owing U.S. Customs more than $8 million in tariffs. Life Electric Vehicles completed the purchase on March 5, 2026 for about $13.2 to $13.3 million (reports differ). It now runs as Rad Life Mobility, keeps MSRPs the same, plans to grow its retail stores from seven to about 24 and says it will push into Europe and pursue another struggling brand. If you own a Rad, check your battery against the recall list.
Tariffs and trade#
Tariffs touch this in two ways. In the US, Rad Power's filing is a concrete example of tariff debts weighing on a brand. In Europe and the UK, the picture split: the UK revoked anti-dumping and countervailing duties (10.3% to 70.1% and 3.9% to 17.2%) on non-folding Chinese e-bikes on February 7, 2025, which it estimated would save buyers about £200 per bike, while the European Commission had extended its duties by five years weeks earlier, per Cycling Industry News. Wikipedia lists the EU's 2019 combined duty at up to 79.3%. I haven't found a 2026 update to these rates.
Europe is cooling after the boom#
The trade body CONEBI's 2024 industry profile, reported in July 2025, describes sales settling back to pre-pandemic levels, with manufacturers cutting output to match inventory. It released fewer statistics publicly, so I can't give you a 2025 unit figure. For scale, Wikipedia (citing CONEBI) says EU e-bike sales passed 5 million in 2021, and that e-bikes made up 57% of bike sales in the Netherlands, 49% in Austria and 48% in Germany in 2022. Treat those as background rather than current numbers.

The product news from 2026 is covered in detail in my guide to new electric bikes, so here is the short version, and what it says about direction.
- Lectric XPress2 (May 19, 2026): $1,399, 750 W hub, 672 Wh battery, torque sensor, hydraulic brakes and a color display, all Lectric's claims. The trend: features that used to cost more are arriving at $1,400.
- Bosch's first hub motor (June 2026): 2.3 kg, 45 Nm, assistance stops above 25 km/h, with a 360 Wh PowerTube. The trend: lighter, simpler city bikes from a company known for mid-drives.
- Velotric's 2026 lineup: five refreshed models, including a $2,499 mid-drive. Mid-drives are moving down from premium prices.
- Segway Myon and Muxi (CES, January 2026): a big electronics brand pushing deeper into e-bikes.
- Cube's 2027 range (August 12, 2026): including a Bosch hub-drive commuter.
- Riese & Müller Veya (June 2026): a light e-bike with a base model under 20 kg.
- Bosch "Certified by Bosch" (July 2026): a digital certificate for used e-bikes, with retailers able to use it from early 2027. A used-bike trend to watch.
Not everything is a launch. Electrek's May 2026 headlines included e-bike-looking products at 40 mph or more that sit outside the usual class rules, which is a reminder that the label "e-bike" is stretching. What the data says about car trips#
The strongest recent evidence I found is a 2025 German study in the International Journal of Sustainable Transportation, by researchers at the University of Wuppertal and Ruhr-Universität Bochum. The paper is open access; I read the press coverage rather than the full text. Using more than 190,000 trips, it estimated that about 43% of all e-bike trips and more than 63% of total e-bike mileage would otherwise have been made by car. The authors note the data is from 2017, when ownership was lower, so newer data could show a stronger effect.
Be careful with weaker claims. A widely repeated line says most buyers cite replacing car trips as a reason, but those are survey answers about motives, not measured behavior.

Among electric bike trends 2027 urban commuting is where the evidence is best, and the electric bike trends 2027 commuting riders mention most are practical ones. Looking at the bikes testers and makers are talking about in 2026, the commuting features that keep recurring are:
- Built-in lights, racks and fenders. Lectric says the XPress2 ships with them, plus turn signals and a brake-activated rear light.
- Torque-sensing assist. Common across the picks in my best electric bikes guide, with some bikes, like the Velotric Discover 3, letting you switch between torque and cadence sensors.
- Light bikes for stairs and trains. The Velotric Tempo is listed at 39 lb and the Aventon Soltera 3 ADV at 37 lb; the Riese & Müller Veya is under 20 kg.
- App and theft features. Bosch's new ConnectModule adds GPS and Bluetooth tracking, and its Flow app can mark stolen bikes. Aventon's Level 4 REC has an anti-theft app that Electric Bike Report says costs $20 a year after the first year.
- Regenerative braking. Electric Bike Review credits the Level 4 REC's regen with helping it beat its range claim, and Segway lists it for the Muxi.
- Range you can plan around. The longest-lasting bikes in my tests go 38 to 55 miles at high assist; see my range guide.

Several trends come from a January 2026 article by the leasing company Lease a Bike. It is marketing content, it cites no surveys, and I treat its list as a prompt rather than evidence. Where I can check a trend against something else, I say so.

What I see across the evidence: motors are splitting into two camps, strong and compact for sport and cargo, and light and simple for city riding. Batteries are going both ways too, with Bosch announcing a 360 Wh and a 720 Wh PowerTube side by side. Electric bike expo 2027: the trade-show calendar#
Trade shows are where most European launches appear, and the calendar is in flux. Here is the schedule as of October 9, 2026:
- Taipei Cycle 2027: March 24 to 27, 2027 at the Taipei Nangang Exhibition Center. Its 2026 edition had over 3,450 booths. Booth registration opened July 22, 2026 (TAITRA release).
- Eurobike 2027: June 30 to July 2, 2027 at Messe Frankfurt. In May 2026 Eurobike said it would move to September 1 to 3, 2027, then reversed that on September 1, 2026, citing exhibitor and partner feedback. It stays annual, is three days and B2B only, and the consumer festival is dropped. BikeRadar says stand prices are 20% lower than in 2026.
- Towards Tomorrow European Bike Show: September 6 to 8, 2027 in Cologne, backed by ZIV and Koelnmesse, a new rival to Eurobike.
- Eurobike 2026: June 24 to 27 in Frankfurt. BikeRadar reports exhibitor numbers fell to about 800 from 1,500 in 2025, which I couldn't verify elsewhere.
So the electric bike expo 2027 season is Taipei in March, Eurobike at the turn of June and July, and Cologne in September. I'd also watch CES each January, where Segway announced its 2026 e-bikes.
